Hi, We stumbled across some scenic roads today with decades of neglect, impassable, but easily achievable on Green Lane day. On one a farmer gave in interesting clue to the Powys reticence to accept the Early LoS as being public roads. There are a *large* number of UCRs on an early road map AND the early LoS. Jeremy Atkinson has discovered them, and Powys tried hard to prevent them becoming public. They know it is now in the public domain but requested he did not go public or use them yet. I summised the problem may have been fears of claims against them by prospective purchasors being told at search there were no UCRs when there were. The farmer today said "We were asked by the CC 20 years ago, if were we willing to maintain the roads, or do you want them closed down?" "After that quite a lot were closed down by the CC" (But Not with 116) "But last year they asked us if they can open these old roads up? some farmers have said yes if you replace the gates or fences etc, others have said no!" Now is this idle chatter, or could it really have happened like this? I have seen a few of these UCRs, and it could be quite dramatic if they had to re-instate all of them on their LoS.
