I understand what you mean by this, but in the same vein, not all sealed 
roads are passable by all types of traffic....motorways have restrictions on 
types of vehicular use, other roads have weight limits, height or width 
limits or something similar. Sometimes these limits are marked with 
prohibitive signs, and sometimes you only find out that your 22 foot 
trailer won't go round the hairpin bend until you drive the road. That 
is the nature of BOAT's and other lanes also. Whilst there may be a 
legal *right* for all traffic, it doesn't mean that the route is 
*suitable* for all 
traffic.....a subtle distinction I know, but there it is. It is unbelievably 
unlikely that any HA would attempt to upgrade any UCR or other road 
for the passage of all vehicles. They'll just try to downgrade the status, 
and remove the vehicular rights altogether. I know of UCR's which 
could be driven quite easily with 2wd cars, and I'm sure these exist 
all over the country. It's just a matter of searching them out, and avoiding 
the others which require the greater ground clearance/traction of "dual 
purpose 4x4" vehicles I'd suggest.

This is just one piece of mail, sent yesterday, that has come back.  Is this
AOL or playground?

Hi

I wrote to a Hampshire Parish seeking opinion on a potential claim.  Received
an e-mail from the Chair on the subject and replied with the addition of
another potential.  Neither of these are recorded RoW.  The latest responce
is as follows:

"Thanks for your e-mail.

The owner of ********* Farm (as far as I know) is Mr *********, who lives
there. I would imagine he doesn't do much farming. He probably has a Farm
Manager. I'll let you know if I discover who it is.

You've whetted my appetite. I must go there as soon as possible!"

Now who says the world is against us?

Hi Andy

Thanks for the note.  64 is up for TRO due to weak bridge.  I wrote asking
why not repair?  If TRO then I will s56HA80.

Andy,   Dave,

I have written to Babtie. They said 10,000 pounds is a lot of money to
spend on a bridge that no one used with vehicles.    Why so much ? They
seem to manage with sleepers elsewhere or better still why not ford it?
They didnt rebuild the blown bridge on the Gap did they?

I was surprised to see AWDC did not object. Is this so Andy? who didnt? 
What shall I say to Babtie?  I do not want them to spend 10k if it really
is not needed, but Still will enjoy the fight, in any case, so it must be
worth it.  It would be better to spend 10k on something useful rather than
waste 1,750 on a TRO, fight a S56 then have to spend it in the end.

Hi  folks,

        We had a minor change in system software (like the mailer :-), and
it was more strict about some security things, and thus refused to process
mail to some of the lists (RRO, UK-LRO). LRO appears to have been
unaffected,
as it is architected slightly differently.

        Everything is reported to be back to normal at this time.
