Yes, wonderful evidence of use as of right (but not the footpaths by
permission) and very useful in supporting BOAT etc. It is a disappointing
aspect of RACMSA work in this regard that they do not archive old
applications. They have no space, they say, but perhaps if enough of their
members had asked back in 1969, a useful bank of info would be available by
now. Perhaps the clubs have the info - any offers?

Subject: Leisure or Recreation ?

In my view, we will get more credit by calling our activity (which it is) a
recreation, rather than leisure. Recreation helps to answer the question 'who
benefits?' whereas leisure does have a couch-potato ring to it.
LARA refers to competitive motoring as Motor Sport, and green laning as Motor
Recreation. But of course, they overlap. We tend not to refer to anything we
do as leisure. But we know that Planning Depts use 'Leisure & Recreation' as
a heading in many Local Plans, etc. Sometimes just Leisure Activities (which
no-one seems to realise can be a contradiction in terms. Are Birdwatching and
Yoga really Activities?)

Anyone else got any thoughts?

No, not original, a phrase used by my dad when letting out the school hall to
a PC of the opposite political persuasion.

Yes, we need to educate them, and the examples quoted by Tilbo only go to
prove how much education they need. In my view, this is a separate exercise
from any survey, but needs to be done. There was a chap at one LARA workshop
from the APC, and he was as clued up as anyone in the public sector about
issues of planning, motorsport, etc. It can be done, then, and only those in
the know can do it. Lest others in the opposite camp do it first, and queer
our pitch.
There are 650 constituencies, ie less than 3 TRF members to each MP. So how
will we cope with parishes? But we must start.

  I have archived the routes of probably a hundred rallies going back to
  1989 and many 12-car rallies. The routes are documented and would
  have been authorised by the CAS. You are quite welcome to use this
  resource. I do not have the lists on file only in box files.
  I do know which events used Hampshire RoWs etc if you need to know.

We know the PI are making some crap decisions. Lets see what they say:

Quality control of decisions on public rights of way

As the National Rights of Way Officer of the TRF, I am writing to you with
reference to the decisions made regarding public rights of way;
specifically those involving vehicular rights. We believe that the process
of public inquiries should be seen to be as open as possible and that the
decisions should be based on sound evidence  in the light of current
legislation. Indeed, the TRF, amongst other public rights of way users,
such as the Ramblers Association, British Horse Society and LARA have met
you in Bristol to discuss exactly these matters. 

We are concerned specifically with vehicular rights of way and the evidence
that proves vehicular rights exist. To this end I have three questions that
may assist my members in the furtherance of our hobby:

i.) 	Could you supply me with details of the training and information given
to Inspectors when tasked with the issue of decisions on vehicular rights
of way? In particular, I am interested in RuPP reclassifications and
definitive map modification orders (DMMOs). Also are Inspectors briefed as
to the differences in deciding reclassifications under the Wildlife and
Countryside Act 1981 s54 reclassification of RuPPs and s53 DMMOs)? 

ii.) 	What checks do you make to ensure that decisions are consistent
between one inquiry and another?
	
iii.) 	Would you be able to send me copies of all your Inspector's
decisions made on vehicular rights of way made in the past 5 years? Because
of the size of this I would prefer a machine readable format (any word
processor file would be suitable) otherwise hard copy would suffice. If you
are able to supply this I would be grateful and I will endeavour to let you
know the results of any analysis we make. 

I hope that you will be able to assist my organisation since there is a
strong feeling that not all decisions made by your inspectors are entirely
independent and that the vested interests of landowners and parish
councillors have a disproportionate influence. I am also considering that
this may make a good subject for a post-graduate dissertation for which we
may be able to assist a student. I am sure that you are concerned that the
good name of the Inspectorate should be seen to be upheld within all
sectors of the community. 

I await with bated breath .............
