Where abouts in Cheshire. Our local man Geoff Bostock said that there was a
reclassification in November; some lanes around Malpas have been at PI
recently. Congleton & Nantwich are next. Any clues?

It would appear from reading the Inspectors decision that BOAT was not
appropriate in this case, due to the dedication of bw, and that an error had
been made.  The very point of reclass.
