Hi Tim,

In response to the pilot study to downgrade 10 UCRs before doing the other
130, I caused alarm by saying I was going to put in BOAT applications for
them all.

When I asked for the names and addresses of the landowners they said they
has consulted (written to), they refused.  

On 18/4/97 I wrote:-

On 11/4/97 I requested addresses of the landowners you have consulted in
your review.  On 14/4/97 when you telephoned, you suggested it might be
prudent to await publication of the DoE/DoT report on Vehicles on Byways
before submitting BOAT applications.  I am quite willing to comply with
that request,  providing of course that the CC take no further action
towards downgrading any UCRs, prior to the publication of this report.

If you do decide to proceed,  our group will submit BOAT Definitive Map
Modification Applications for some or all of the roads reviewed.   . . . .
. . 

Would you therefore please be kind enough to confirm no further action will
be taken apropos the downgrading until the Vehicles on Byways study has
been made publicly available.

I admitted and admit that there has been a fear of damage which led us
to leave people like yourself having to interpret street lists for
themselves.   Speaking personally I am ready to be persuaded and have
hinted so to Tim Stevens.  Perhaps you might like to speak to Tim about
a demonstration project of some sort to help change perceptions.

25/4/97 I wrote to him:-

The DoE  stated on 26 March 1997 that "it is not necessary to reclassify
UCRs"

The DoE have already stated of HA1980 S116 that "the Secretaries of State
consider that authorities should make use of the other powers available
unless there are good reasons for not doing so."

Any officer or member seeking to contradict the Secretaries of State advice
will have to answer a charge of misplaced philanthropy with public funds,
and could be liable to a personal surcharge up to and including personal
bankruptcy.

I do not consider downgrading a suitable remedy for a non-existent problem.

Today I recieve a letter:-

Dear Chris,

LITTLE USED UNCLASSIFIED COUNTY ROADS.

As I write today in response to your 25th April letter the relevance of any
particular Secretary of State may be changed;  however I would be
interested in the full extract because as I have indicated to you before
national guidance is clearly important.

Some of the national guidance will now be held up for an indeterminate
period which I have to recognise.  Would this provide a window for a
demonstration project.

So it looks like we are getting through. they seem to want to talk about
co-operative management and holding off on the downgrading.

  Let me have the references for this and I'll trawl my archives. I have
  some very knowledgeable pals in Basingstoke Motor Club who have trial
  biked almost all the RoWs in Hampshire at one time or another!

Hello,
   Is this group aware of the Route Liason Officers who work
   on behalf of the RACMSA? There is one for each county and 
   they are paid on a per event basis to smooth through
   the authorisation process.
