Hi Chris

Don't think you are completly alone, I have used Abatement in 
Hertfordshire, our actions as a net work have stoped a TRO.

I have also taken a District Council to the Onbudsman, although I am 
still awaiting the final out come I have been informed un-official that 
the DC has admitted acting illegaly.

If a DC or CC refuses to take the steps they are abliged to 'to protect 
and acert' or make comments/threats such as 10 years to alter BM then 
the Onbudsman may well be a useful weapon to hold up in front of them.

Subject: UCRs

Hi all

Currently with time on my hands, I have spent the last couple of days down at
the Surrey Archives dept.  I found  the Schedule of Unclassified Roads prepared
under the Restriction of Ribbon Development Act 1935 Section 2.  This gives the
proposed widths for Unclassified County Roads in Surrey and was completed in
1935.

Unfortunately there is no map with it ( the schedules are appendices to what I
assume was the map) and C,D and E class roads are recorded together with the
road name if known, a description of start and end points, and the proposed
width.  Sometimes width is just recorded as 'no change'.

I have trawled through two of the seven sections of it, finding what lanes each
entry relates to (not easy as many roads have changed name) and have found, so
far, about twenty 'new' potential UCRs.

Some of these do not appear on the Highways dept. list of streets????

I will take the list of suspects up to highways tomorrow to see how many are
recorded.  The lanes that they do know about have got different numbers that in
this list so  I will get clarification on this as well.

Do I then have to double check each route on the Tithe/Finance/Enclosure maps as
well?

Oh also I was in Highways last week and one of them, possibly concerned at the
recent upsurge in interest in UCRs (Dale has been hassling them as well :-).
said that inclusion in the LoS was not definitely a guarantee of vehicle
rights!!!!!.  He suggested that rights have to be proved through use.  He was
very friendly and helpful and even showed me the correct route of a little known
UCR right over the top of a local NT beauty spot.  I pointed out the DoE report,
etc.  But in reality although he knew we were right he couldn't officially say
it as it were.

He showed me your letter Dale and said he was working out how to reply, so
please let me know when you get it.

Back to the NT beauty spot.  I know that attempts to use this lane would result
in an absolute outcry with the National Trust, Media, Councillors etc, so what
would be the correct course of action here?  Could I write to the NT and tell
them that although I know I have the right to use this lane, I am prepared not
to so long as they do not apply for 116 through lack of use.  Any ideas?

Hi all

re Lascombe Lane SU 910473 to 923475

You may remember me mentioning a mound of earth and a tree stump blocking this
lane.  Well the upshot of it all is that after a visit to Guildford RoW dept, I
have got their blessing to remove the tree stump.  He is well aware of the
obnoxious residents, so asked (with a smile) if we could do it at night, wearing
black, silently and while the local ranger goes out of the country.

Seriously though, he wants to be there in case they come on strong, and only
wants one vehicle and about 4 people.

So who's got a vehicle with winch and wants to help?

His advice if they really give us a hard time is to walk away and he will call
in 'contractors who will ignore anyone'.

The mound of earth we will deal with later, if necessary.  I want to get the
stump moved first and see if the carriage drivers will start using the lane
then.  If so the council will call in a grab lorry to scoop it up.  If not it
presents a 'technical bit' for vehicle drivers.

I am fairly incapacitated at the moment (I am off work with tennis elbow) so
can't do any heavy stuff.  Happy to make the tea though. 

He has also found some vegetation clearance work for us in Ash if anyone fancies
that.
