It has finally happened =

I got stopped by a Land-owner in a RUPP and they refused to allow me to
proceed so I had to Turn back

What do I need to do now

It was RUPP 13 (Great Munden, Herts) at Bugby's Farm.

Who do I need to write to at council etc.
