And as glum has almost certainly their fickle finger behind it, it can be
anticipated that 20,000 others will follow very rapidly, followed by every
UCR where cc has not specifially stated the obvious, and then perhaps every
BOAT where there is not the correct balance and any instant in time........

I have posted a couple of suggestions on this, and very little feedback has
come back direct or via list.  I was not even aware the other was
proceding.

Subject: local plan

A week ago, I posted a message here about a District which (apparently)
does not have a DMap. Yesterday (Mon) I recieved  the Notice of Deposit
for the District Local plan, for public inspection from Monday 15 Feb to
Mon 29 Mar. So, today I trotted along to the nearest library, to view
it. Guess what? The Library has not been sent it by the District.. Its
the same District that I posted a message here a week or so ago,  which
(apparently) does not have a DMap. What are these people in local
government doing?

I could tell you, but you're a lady...

As you are probably aware the 'local plan' and the DM&S are different.  The
local plan says what can & can't be done planning wise in an area, it can
give hints about what is likely to happen to RoW, but not always.
In either case I would give the relavent council officer an earful to start
the day.  The library may be able to tell you who it is, if not go to the
council offices and demand to see them.  Personal choice for such a visit is
about 20 minutes before the end of the 'public' day (4 pm here).  Then when
they chuck you out explain that you couldn't see it at the library, where
you could inspect it at greater leisure.

Further to the concerns of Brad and Brian about missing routes on OS maps -

I remind you all of my request for details on roads missed from CURRENT OS
maps. They have told us (CCPR)  that the matter is noted and they will
improve, so if there are still problems I need the evidence. This might
usefully take the form of an A4 sheet with Grid refs & road number, a
photocopy of the Landranger section not showing the route, another map section
which does show it (eg Pathfinder or old one-inch) if there is one, and a
photo of the route showing that it really is visible. It is much better to
hand such a sheet round at a meeting and get an instant response (such as a
muttered "Oh shit another one", if possible). 
The meeting I am referring to is the CCPR (Central Council of Physical
Recreation) OS Liaison Committee, of which I am honoured to be a member.

I am not sure I did, properly speaking. But the HD from Bod allowed me to use
the HD I had earmarked for the old machine on the newer one instead. The
messages I got about low level formatting big discs were it will trash it, you
can't do it, and the bios gubbins will go through a routine but it won't work.
It is difficult to format a drive, anyway, when it reports 'Cannot format a
Network Drive' and 'Remote Drive not Recognised', and such like garbage. It
was just like a PI, with all those statements I knew to be spurious.

I 'removed' the problem finally by removing everything, even the mouse,
formatting a different HD, loading the minimum to work DOS, doing various dos-
type things all of which worked, and then, adding bits and programs one at a
time. Each time meant re-starting Win95, so it was not the most useful time
waster I have had.

What I should have done was to draw up a chart of the doubtful bits, and try
the combinations in turn to eliminate them. But it was only near the end of
the process that I discovered some of the dubiety, so it was all a bit random.

had objections from two parish councils, and therefore he is not intending to
proceed.
WCC now intend to ensure that the gates are not locked (but do not hold your

I don't think you can reasonably ask this. The Lasham case says that no
objection can be set aside. What you could ask for, in any case like this, is
a rigorous application of the rule about Costs due to unreasonable behaviour.
You could suggest that they contact the unreasonable objector reminding him of
his liability should costs be sought, and seeking the withdrawal of his
objection. And whether they do or not, take your letter etc to the PI and make
your own submission about costs due to possibly mischievous and certainly
unsupported objections (= unreasonable).

Remember that costs are the last thing (in time) that the PI needs to hear
about, so jump up when the man in the suit says 'Is there anything else that
anyone has to say before I close this Inquiry' and watch the pallour spread
over his and the objectors faces...

Yes, as far as I know the Monks Trod one is real, but signed in an odd way -
something like 'Except permitted vehicles' which leaves you guessing which
ones that might mean. I think that motorcycles are 'permitted' but my info is
not up to date. But as Powys does not seem to deal with RoW in any sort of
urgent way, probably as good as you'll get. The county can tell you, I'm sure
- 01597 826 000 - do let us know what they say.

The symbol is actually a 'Bear & Ragged Staff' - the badge of some historical
bloke wot burned Joan of Arc at the stake (or ragged staff, perhaps).

Others have suggested that the authority is poorly provided with personnel, in
other words (wait for it .....) it only has a bare and ragged staff...

There is no way a new gate can legally be put across a public carriageway (on
the DM&S or not).

Is the so called 4x4 abuse just a different description for a lane which has
had no maintenance for 50 years being used by users who care for the rights of
others as much as they care for their own responsibilities, ie not at all?

Looking forward to a call from somebody who wants to identify the real problem
and discuss real solutions.

Here is info which might form the basis of an interesting holiday -

EnduRoMania
Enduro as an instrument of economic development and European integration

1998 was the fourth year that EnduRoMania took place. Since 1995 there were
13 EnduRoMania meetings. The initial thought was to transform a handicap -
the missing infrastructure, into an attraction. The success of the first
edition demonstrated the rightness of this concept. Thanks to the initial
financial support granted by the land Nordrhein-Westfalen (Germany), land
which is for more then nine years very active in Romania (economic and
humanitarian aid), this initiative could be transposed in reality, being in
the same time a project for developing the tourism in the western part of
Romania.

The concept is extremely simple: an endurance meeting, without being
important the trip to the meeting point but the enduro travel through the
country. The most of the former participants draw the conclusion that it is
better to save their forces for the event in Romania, than traveling on
motorcycle and being tired arriving at the meeting point. Starting from one
of the four meeting points, it was possible to reach 40 checkpoints, spread
on an area of 40000 km2, almost as big as Switzerland . The difficulty
degree and the distances to reach the checkpoints are different and the
checkpoints can be chosen by the riders (according to their disposition,
physical wellness and skills). The region offers stone-roads and also
abrupt mountain narrow roads, which reach meteorological stations on the
top of the mountain (max. 2200m, Tarcu). The organizers make just
recommendations concerning the reaching of the checkpoints. The "game
rules" are easy: there are not compulsory checkpoints, no precise roadbook
and no time checks. Because of the wide area, rarely two teams meet in the
field. But there is an important rule: the participants must be organized
in teams of minimum three sportsmen. The reason for establishing such a
rule is that in case of accidents, or mechanical trouble the riders can
help each other. The superior limit concerning the number of  riders in one
team is recommended not to go beyond 10, and the team structure can be
modified during the meeting. The network of  asphalt roads is very thin,
you can find areas of up to 4000 km2 without no cm2 of asphalt road.
Paradoxically, from some of such forgotten regions you can phone by handy.

In Romania there are not many motorcycles, so that most of the participants
come from abroad (most of them from Germany - 92% in 1997 and 70% in 1998).
EnduRoMania 98 brought 455 sportsmen together, 297 foreigners (207 from
Germany and 51 from Austria). As you see, EnduRoMania is now a "German
affair" ;-))

The checkpoints score, in correspondence with their difficulty degree, is
divided into four categories. There are bonus points for discovering new
roads, for documenting environmental damages, for driving with a passenger
and for motorcycles under 125 cc. The evaluation of the results is done for
each event and for the four events cumulated. It is obvious that the
participants who participated at more than one event have better positions
in the final ranking. The final results demonstrated that the Romanian
sportsmen, although having an obsolete equipment, had occupied the top
places, based on a good knowledge of the area and of the language. The
participants had maps, carefully prepared by the organizer - because in
Romania the touristic maps are scarce and incomplete.    

The best results were obtained by the following sportsmen: Ernest Konecsny,
on a KTM 125, from "Magic Sport" Resita (104070 points); Dan Pirlea, on a
Suzuki DR 250, from ADETIM Timisoara (103800 points), Cristian Voin, on a
Yamaha 80, from "Magic Sport" Resita (99970 points), Adrian Dumitrescu, on
a KTM LC4-620, from "Yamaha Racing" Bucuresti (68600 points).

The best foreigner were: Andreas Staudt (Mainaschaff/Germany), on a Yamaha
TT600 with 51100 points, Markus Hafner (Elsdorf/Germany), on a KTM LC4-620
with 49500 points, Carlo Anzalone (Hannover/Germany), on a Honda XR400 with
42100 points; all of them participated at two meetings. The sensation was
perfect with Joerg Barthel and Arco Neumann from Jueterborg/Germany, who
cumulated 41500 points in just one event.

The EnduRoMania roots are in Peru, country were Sergio Morariu organized
enduro trips through the desert, jungle and the Andes between 1978 and
1988. He based his enduro trips also on the experience accumulated by the
USA, were a many events are organized in the National Parks on special-made
trails. The new way of practicing enduro riding, for the sake of the trip
itself, is in a continuous evolution, with the aim to offer more to the
sportsmen but also to impulse  and promote rural tourism. Many positive
participants reports are witnessing an overall successful sports tourism
phenomenon.

Through EnduRoMania a network of rural accommodation was born. So tourists
can feel the hospitality of Romanian people and can be delighted by the
Romanian kitchen. And it demonstrates that rural tourism is a profitable
business. Also the articles that appeared in the German press brought their
contribution to improve the image of Romania outside his boundaries.

For the first time, in this summer, more than 60 sportsmen mountainbikers
participated at EnduRoMania. They gathered a number of bonus points
comparable with the motorcycle riders. Thomas Froitzheim and his wife Hella
from ADFC (Allgemeiner Deutscher Fahrrad Club- The German Cyclist Club),
joined EnduRoMania. He draws the conclusion that the EnduRoMania
infrastructure is suited to mountainbiking. 
This summer also a buddy seat motorcycle rider from Germany (Rudolf Laule
and Felicitas Greiner), a WASP Honda 750 participated with good results at
Brebu Nou, the first meeting in 1998. 

Next year there will be a new edition of  EnduRoMania (like usual with four
events). Each event is structured like following: the sportsmen arrive at
the meeting points Saturday/Sunday, the competition itself is from Monday
to Thursday, Friday there is the prize award followed by the closing party,
so that participants can return on Saturday/Sunday to their homes. They who
have time and are interested can visit other regions of Romania,
EnduRoMania covers just the sixth part of the territory.

        13.06. - 19.06.1999 - Brebu Nou/Weidental, Caras-Severin county
        11.07. - 17.07.1999 - Borlova, Caras-Severin County
        08.08. - 14.08.1999 - Rusca/Wittmann, Caras-Severin County
        12.09. - 18.09. 1999 - Ghioroc Lake, Arad County 

The third stage (august) is the most important one, because on the eleventh
of august there is the last solar eclipse of the millennium (the most
intensive part can be seen from the western part of Romania).

Those of you interested in Hampshire BOATs could do worse than take a look
at Hampshire CC's web site, which advertises its agenda for the next Rights
of Way panel, including proposals to delete an un-numbered BOAT between Sky
End Lane, Hordle and Road A337 from the DM&S, and to impose TROs on East
Meon BOAT No. 42; Liss BOAT No. 15; Newton Valence BOAT No. 30 and Colemore
and Priors Dean BOAT No. 22.

The only other HA I know of which publishes this sort of information on the
