By all means.  He is quite happy for his mainly farming constituents to
grab subsidies paid by the industrial and residential counties, but the
likes of you coming to our fair, rural and beautiful county to enjoy RoW -
forget it.

Dear Sir,

Early Day Motion no. 24, 'Green Lanes'

I was concerned to learn that you support this motion proposed by 
David Rendel, and would be obliged if you would clarify the 
following points.

1) What do you know about the "... work of the Green Lane 
Environmental Action Movement ...." ?

2) Are you a member of GLEAM?

3) Are you a 'honorary' member because you decided not to cancel 
membership conferred upon you.

4) If you are a member, why have you not declared such on the 
Register of Members' Interests?

5) Are you a member of other organisations related to rights of way?

6) What are "... the safety and environmental implications..."?

7) In what respect are green lanes "... vulnerable ..."?

The Countryside Commission is the Government's official adviser on 
countryside and rights of way matters, and have released for 
consultation their proposals in 'Rights of Way into the 21st Century'
(the response period is now closed - we await further proposals for 
consultation when they become the Countryside Agency).  
This is the " ..proposals.. " referred to in the EDM. This 
consultation was merely the latest of many rounds of consultation 
with the public, public bodies and state bodies. The Countryside 
Commission have finally acknowledged that we need some imaginative 
solutions to long-standing problems with rights of way: particularly 
under-funding, undue favour towards foot traffic, and lack of 
co-operation between the parties involved - user, landowner and 
highway authority.

8) Have you read the Countryside Commission's consultation proposal?

9) Do you know of any RUPPs in Gloucestershire?

10) Are you personally aware of any real problems on Byways in 
Gloucestershire?

11) What does the Motion mean by " ... designated and appropriate 
areas ..."?

The DETR's report 'Making the Best of Byways' found few problems of 
user damage on green lanes; and concluded that there was no need to 
change the law.  A major deciding factor was the Country Landowners' 
Association (their members own 60% of rural land) with their widely 
publicised Rapid Response Scheme for problems on Green Lanes - in two 
years the members reported little of concern.  The report was based 
on a wide-ranging research project and upon a public consultation 
(this was initiated by GLEAM and they also  responded).  

12) Have you read this report?

13) Do you appreciate green lanes for their recreational, heritage, 
wildlife and landscape value?

One extra question you might add -

11A) Can you tell me of any 'designated & appropriate area' in your
constituency?

Just a thought. If he can, which I doubt, at least we might defend it from
closure for use by others in LARA on the grounds that MPs think it is
necessary and appropriate.
