Watched the above BBC prog today, at the end was a trailer for next =
weeks programme content, unfortunately I was distracted by my kids, =
there was something about RoW and they showed a LR off-road, may be =
worth watching just to see what they have to say, normally on at 1130, =
BBC 1, Sunday

Subject: Kennel Lane, Fetcham

Those of you who recall postings on this subject a month or two ago will
remember that (a part) of Kennel Lane (from TQ 140562 to 140565) is the
subject of consultation by Surrey CC for a s116 stopping up order (to stop
up vehicular rights subject to the reservation of bridle and foot rights)
and has apparently not been used by vehicles (bicycles aside) for some
years -- certainly not since I started using the path about five years ago,
perhaps much longer.  Until, it seems, this past week or two.

Some well informed soul has removed one of the posts installed in the
middle of the track at the northern end, and successfully followed the
track (presumably in a 4x4) as far as the surfaced section of Kennel Lane
further south.  I'm afraid I don't possess the forensic skills of some
other contributors to this discussion group, so I can't tell you what
exactly it was that went this way.  But I would be interested to know if it
was anyone else reading this discussion group.  This sort of user evidence
could be quite valuable (in order to meet the Nettlecombe test) if Surrey
CC decides not to pursue its s116 order, and I apply for a DMMO.  And if
so, did they encounter the chap whose house backs on to the track at the
bottom, and who never hesitates to remonstrate with riders who pass by --
I'd love to know his reaction!

Looks like GLEAM have the BBC in their corner, next week 'should walkers be
on the lookout as the countryside commission want thousands of footpaths

CountryFile telephoned me about a month ago asking for preliminary data 
about a piece on 'green laning' unquote, since it was 'nine years since we 
covered this topic. I went to great pains to give accurate data on CoCo 
proposals, I have the name and ph. number of the researcher and will phone 
her tomorrow to check that VRoW users are represented.

I think it refers to the Aymestry antis upping the anti.  

If I'm right it hasn't been recorded yet.

How off road was the LR?  All Mud and thunder off-piste or sensible laning?

letter about ROW before, I would be grateful of any advice you may be able
to give me.  I hope that it doesn't sound too much like a copy of other

Dear Ms Ballard

It has come to my attention that you support Early Day Motion 24 proposed by
David Rendall regarding the work of GLEAM and the threat to Green Lanes by
recreational vehicular traffic:

'That this House notes the work of the Green Lanes Environmental Action
Movement, and the safety and environmental implications of the use of
vulnerable green lanes used by motorised vehicles for recreational purposes;
further notes the Countryside Commission's flawed proposals to classify all
roads-used-as-public-paths as byways on which motorised traffic would be
permitted; and calls on the Government to re-examine the law in relation to
the use of green lanes as part of its work on access to the countryside,
recognising that there are designated and appropriate areas for the use of
recreational off-road motor vehicles.'

I am concerned that you appear to support an organisation that’s aims appear
to be the removal public rights.  Only about 2% of all rights of way are
confirmed vehicular, and out of these, several are illegally obstructed.  I
currently do a large amount of walking in Somerset, and appreciate walking
along ‘Green Lanes’ and ancient tracks.  I have never come across a lane
that has been damaged by recreational off-road vehicles, in fact the
opposite is true – if more of these lanes were used, perhaps they would be
less overgrown and easier to walk, particularly in summer.

I would like to add that my Grandfather has recently been taken very ill,
and he used to love going walking.  Unfortunately he is no longer able to
walk more than a few yards, and I will soon be taking him out to enjoy the
countryside by vehicle while he is still able to get out of the house.  He
would be very upset if we were banned from these ancient roads that he so
enjoyed walking with me.

Could you please tell me what experience you have of damage to these rights
of way that has prompted you to support this motion?  I would be willing to
help with any local problems if you could let me know of them.  I would also
like to hear of the ‘designated and appropriate areas for the use of
recreational off-road motor vehicles’ in this county, and if any of them
would be suitable as an alternative for taking my Grandfather to, bearing in
mind he is an avid bird watcher.  Could I also suggest that you read the
document ‘Making the Best of Byways’ produced by the DETR (with
contributions from GLEAM) if you have not already done so, as this suggests
that there are very few problems with the use of recreational vehicles on
ancient rights of way.
