I heard a figure that came out from their fair mouths that they 'guess' that for ever mile of FP/BW there is another mile of 'UCCR' that needs to be found and sorted. Staffs do have a fair number of 'UCCR' on the street maps, and claim that most of these are VRoW.... Never hand over keys willingly. If on a Vehicular RoW they have no power to stop you, in law. If you stray, you must leave by the shortest possible/practical route, and could be liable for any damage. So only hand over keys or money if put in fear of violance, and try to record in any way you can, and report to police immediately. Collect a large number of survey forms and then submit them to Downing Street in a blaze of publicity. I know that it is difficult to get survey forms filled in but is it worth considering?
