Hi

I did get your request re: BWs for NGLD, I had a nice one in mind up near 
Barton Stacey (impossible in a 110, difficult in a RR without panel 
tweaking) but HCC seem to want to go into battle with the LO (which is 
nice) and asked me to back off (which is not nice).

John Davison of HCC ( 01962-846014) undertook to find us an alternative, I 
will get back to yuo as soon as I have further.

PS for amusement - this comes from the TRF Press Officer, Mark Holland -

One of the results of signing roads as bridleways is perceived conflict. 
Only the other day I was riding such a route and I suffered a debilitating
attack of Ramblers Face.

I am sure this needs no further explanation. Now we know it is a pathological
condition (geddit? PATHological...) perhaps we can find a cure.

This is not trespass. There is a legal entitlement to deviate around a
foundrous road. Trespass is only where you have no right to be there.

Just another usage to add to our list of aggressive terminology. (with Off-
Road, Rat Run, Open to All Traffic, etc)

Which route in Barton Stacey were you interested in?  Have spent most of
this winter walking ROW in and around South Wonston and Barton Stacey and am
more than a bit fed up with the condition of some and would have thought
that HCC would have been only too willing to see some repair / clearance
work undertaken - knowing both the landowners and the area I cant see any
excuse for trying to discourage you and no evidence of any action against
landowner/owners.

I think they believe(probably correctly,)that if the BOATs are well
advertised, then they will get higher usage.

However they are roads open to everyone, and the increased usage will
probably be negligable as usual. I don't think they are likely to get
descended on by convoys of 4x4s just because they are now shown on the
map.

Perhaps they see obstructions as a way to stop 'high levels' of
traffic thundering down the BOAT, as will of course happen as soon as
the 4x4 users see it on the map.

One wanders if it would be worth pointing out to their paymasters - aka the
councils to whom they are contracted - the amount of money being wasted as
the direct result of certain activities.  Recent events would suggest:
Imposition of un-needed TROs
A 'VR' scheme that lacks the support of the user group with whom it is meant
to voluntary - Babtie will charge the councils for whom they 'work' to put
in their VRs
Over maintenance - the proposal to dig out many tonnes of clay, put in a
membrane and the rest of the it at Oarborough Hill.

I'm sure that others can add to the list, but it all adds up to money wasted
by a contractor allegedly behalf of the Council Tax payers to whom the
Councillors answer every now and then..

Do share MD, where?  GRs?  The only prob I know of is the narrowing of a
lane by a fence paid for by HCC!!

I took them, I saw them and yes they are angled tractor marks.  The question
remains if the tractors were pulling out stranded 4x4s what why have they
climbed the bank at the sides of the road? (Somme 18A & 17A).

 You're right it's not trespass it is a miracle.  These 4wd have managed to
pass through a dense wood without leaving any trace at all!

There appears a certain bias against a legitimate class of user. I wonder
if you are right, Rob, that they charge WB to apply free VR? Quite
possibly. There will no doubt be many (perhaps some in fear of their jobs)
at WBDC that are anti 4w user, but most other HAs also have those honest
souls that want to see RoW used properly and fully.  Are there any such
people left in WBDC that take an interest in RoW, or is it a carve up from
the higher execs that place the contracts directly influenced by the
wealthy Nimbys and County Councillors.?
Is Madam still still a councillor?
