Subject: V8 Power loss/fuel probs ????

HI and thanks for reading,

Can Anyone PLEASE help me sort this damn problem I am
having with my Ser III V8.
Right, The engine is a 8.13:1 comp ratio V8 it has
a distributor that indicates the engine is the
European emission control version and it is running
a pair of K&N cone filters.The fuel pump is a FACET
solid state pump (I feel it is too small for the job).

The Problem: I can be driving along the road at any
particular speed with the engine hot or cold, it is
that wideranging I can't pin it down. The engine will
then start to cough and splutter and all the power will
die and it will sometimes stall. However, other times
it will just fade until you come to a halt and then it
will come alive again as if nothing was wrong, that is#
until you set off again. 
Now, if i pull over and turn the engine off for about 10
to 20 seconds then restart it I can usually continue my
journey without any probs.....strange.
A points to make, the LH carb does not have a fuel return
to the fuel tank, I wonder if it is flooding the carbs, 
but then how come it feels like I am running out of juice.

I have a FACET red spot competition pump as well as a 
fuel bowl filter/pressure regulator ready to fit, do you
think that this will cover the over/under fuelling prob.
Oh the carbs are Stombergs- any common faults.
